The church of Christ had elders (1 Tim. 3:1ff) who served as pastors (cf. Acts 20:28; 1 Peter 5:2) of the church. The early church always had multiple elders (Acts 14:23; Phil. 1:1) who exercised authority over a local congregation (cf. 1 Peter 5:1-2 ["elders...shepherd the flock of God that is among you" ESV]).
